Per the Warren County Assessor’s Property Report Cards, the approved asphalt-plant site is six separately-numbered parcels, all owned by G&M Concrete & Asphalt Co. Inc. (255 Watson Rd, Troy, MO 63379), totaling ~58.3 acres. All six are still carried and taxed as agricultural.

What the report cards show
•Six parcels, never consolidated. The site is six separate tax parcels, not one legal lot — consistent with the County GIS, and with the August 18, 2025 City action that “does not approve any subdivision.” The approved site plan’s five-lot layout does not match the six parcels of record.
•Still taxed as agricultural. Every parcel carries an agricultural assessment with $0 commercial and $0 residential value — the County has not reclassified the land for the approved industrial use. Total appraised value of all 58.3 acres is just $32,220.
•Why it matters. Lot-line standards — setbacks, screening, building coverage, and the 40% open-storage cap — are measured per legal lot. Until the six parcels are consolidated of record, there is no single lot against which to measure or enforce them.
