Condition 3 excluded the Lot 5 future-expansion and aggregate-storage area from the approval. Aggregate storage is not optional to an asphalt plant: the SWPPP lists 8,000 tons of rock, 2,000 of sand and 3,000 of RAP stored year-round, and the DNR technical review identifies 1.5 acres of storage piles. The applicant’s DNR site map places the stockpiles 200 feet from the plant — outside a five-acre block. No version of the plan shows aggregate stored within the approved area.
