Condition 3 excluded the Lot 5 expansion and aggregate-storage area from the approval. But an asphalt plant cannot run without aggregate: the SWPPP lists 8,000 tons of rock, 2,000 of sand and 3,000 of RAP stored year-round, and the DNR technical review identifies 1.5 acres of storage piles. The applicant’s own DNR site map places the stockpiles 200 feet from the plant — outside a five-acre block. No version of the plan shows aggregate stored inside the approved area.

Before P&Z on August 18, 2025 — answered September 2026

When this page was written the City had never identified the set. The September 2–4, 2026 production, made on another resident’s request, answered it: the commission received the 12-sheet civil set cover-dated June 13, 2025, sent by the Clerk on August 15, 2025 with the note that the plans “will print out small and may not be readable.” The City has separately confirmed in writing that no application exists for it. These are the emails that name the attachments:

→ June 19, 2025 — SWPPP sent to three engineers at BFA, “see attached for your review”
→ June 28, 2025 — “See attached our current design set for construction” — and forwarded to the Clerk on July 9, 2025 by the Building Inspector: “This is the Magruder Civil plans.” Six weeks before the vote. Same email claims preliminary fire department approval, never produced.
→ August 27, 2025 — nine days after the vote, five attachments listed by filename: the SWPPP, the stormwater permit, the Wright City site info map, and two BMP appendices. Asks to present to the Aldermen “rather than postponing the meeting.”

Before the Board of Aldermen on June 11, 2026 — the 1/29/26 plans

→ Site plan set, January 29, 2026 — as approved with conditions
→ Preliminary plat, sheet C-1 — Lots 1–5, Lot 5 at 36.4 acres
→ Turn lane plan — handed to the Board during the meeting. The entrance-detail sheet C-6 presented that night is plot-dated June 9, 2026 — two days before the vote — and Condition 1 requires the site plan to be updated to reflect it.

What is current now — the 7/9/26 plans

A revised set was delivered to the City on July 9, 2026, four weeks after the vote, and produced to me on August 6. It carries an updated turn lane and entrance configuration that does not appear on the January plans the Board reviewed — and the turn lane sheet the Board was handed on June 11 is not the turn lane that is current now.

The boundary, before and after

Before: six separately deeded parcels, all in G&M’s name. After: one tract of 58.19 acres. The consolidation was submitted June 23, 2026 — twelve days after the vote — and has not been approved. It was tabled at P&Z on August 17, 2026.

The short of it. The plan the Board approved is dated January 29, 2026. The plan that is current is dated July 8, 2026. The lot the plan sits on does not exist yet. If you want the detail behind any of this, ask me and I will send the specific document rather than the whole file.
